E. Paul Semmens

Principal, Cofounder, and Executive Vice President for Ballistic Missile Defense E. Paul Semmens has served his nation for over 35 years, first in the U. S. Army and then in various roles as a government contractor in the defense industry. After graduating in 1969 with a MA in Military History from Colorado State University, E. Paul spent over 28 years in the Army before retiring as a full Colonel. E. Paul was an Air/Missile Defense Operator. He served as an Air Defense tactics instructor in the early 1970’s where he participated in the doctrinal, tactical and cultural transformation of the branch.

E. Paul then served as an Assistant Professor of History at the U.S. Air Force Academy. As a colonel, he was Director of the Combined Arms and Tactics Department at Ft Bliss, where he directed both the Air Defense officer and Non Commissioned Officer schools and oversaw the writing of over 35 doctrinal publications. E. Paul integrated Operation DESERT STORM lessons learned for the branch and updated the doctrinal products. He retired in 1996 after serving as Commander of U.S. Army Space Command (Forward) where he oversaw the development of the Army’s first digital tactical operations center.

After his retirement from the Army, E. Paul served as Vice President for Strategic Operations for COLSA Corporation, and then Program Manager for the Army’s first Counter Rocket Artillery and Missile (CRAM) program, called SWORD. In 1999, he joined the Ground-based Mid-course Defense team. As the lead contractor for the GMD Training Program, he devised and implemented the GMD Training and Education Center.

After cofounding Imprimis, Inc, E. Paul became Program Manager for the THAAD Operations and Integration Group (OIG), where his team is currently facilitating the integration of all Terminal High Altitude Air Defense doctrinal, leadership, training and force-on-force analytic efforts. E. Paul is/was a qualified operator on the Hawk, Patriot, GMD and THAAD systems and this in-depth knowledge, combined with his experiences, makes him a unique asset in the Air and Missile Defense business.
